I currently use Photopea to edit PSD mockups with smart layers I bought a Video MP4 mockup with smart layers but I see that there isn't a Timeline Window option like in Adobe Photoshop Will this be added as a feature or should I look into an alternative software just for the video mockups?

oh I see If your goal is to learn editing in general then definitely pick up Photopea, because it's similar to Photoshop, and Photoshop is the 'grand daddy' of editing A lot of concepts in Photoshop Photopea tend to carry over to other image editors as well!
