You must have an open public assistance case with full cash assistance and children under 18 years old living in the apartment The case must not have sanctions You must have a case in housing court for back rent and owe rent above the regular shelter allowance FHEPS will only pay up to $7000 in back rent - stale checks or missing regular shelter checks will not count towards this $7000
