I've saved some webpages into Word documents (I highlight the page then copy and paste it into the Word document (this also includes any images, I don't do the images separately)) I hope you understand what I'm describing

That's strange Changing the extension from jpeg to jpg or vice versa doesn't make a difference to the ability to edit the image in Paint or other applications when I try it

In File Explorer, right click on a jpg file and then select Open with and click on Choose another app and after selecting the application that you want to use, check the box for "Always use this app to open jpg files" and click on OK
