I installed wsl on a Windows 2019 server via the following: Enable-WindowsOptionalFeature -Online -FeatureName Microsoft-Windows-Subsystem-Linux I restarted after this appeared to complete success

When I was stuck at the 0x80370114 error, I needed to uncheck all three of Virtual Machine Platform, Windows Hypervisor Platform and Windows Subsystem for Linux options in Turn Windows features On or Off Then click Apply, skip the suggested restart, then turn them all back on again, then Apply, this time with a restart
